Q: Winter weather on used cars?
I’m in the market for buying a used car ($5-7K) in Illinois and I’ll be moving to the South Carolina in 1 month. I wanted to know if Midwest winter weather does enough damage to vehicles to make it worthwhile to hold off on buying a vehicle until after I move (salt, cold starts, etc). What type of wear on a Midwest car could I expect to find but not on a car from the south?

A: Slug, I grew up in the Midwest and now live in the Carolinas. I would definitely, most definitely wait until you get down here to buy a car. I sold cars for a while. The cars that come from up North scream “road chemical damage.” It is most obvious on aluminum motor parts, but most costly on body panels, brake lines and the like. In South Carolina you will find that there is no such thing as road salt or anything like that. Cars down here are surprisingly well preserved.

I’ve followed a number of models of classic cars in both IN and SC, looking to buy one. There is no comparison. The IN cars are in the junk yard several years before the local cars.

A car that you buy up North will lose value just by bringing it down here. Any dealer will be able to spot the effects of road chemicals and will discount the price accordingly.

Plus you will find some differences in equipment down here. AC is an absolute necessity and more attention is given to maintaining it. Also you don’t need snow tires, obviously. There are many fewer dark colored cars down here.

Definitely wait. You’ll have fewer headaches down the road.

Q: Anyone know of any cheap Used Cars in the Elgin, IL. Area ?
I’m looking for a used compact or sedan car not over $1500 for my wife. The area includes, Elgin, Dundee, Hanover Park, Schaumburg, Steamwood, and Carpentersville Illinois.

A: The best place to find vehicles in your area will be through local classified ads or web sites like Autotrader.com that allow you to search by criteria that includes price and zip code. However, at the $1,500 price range, you’re not likely to find many vehicles offered by people who are willing to invest a whole lot in advertising. You may also try local bulletin board ads that often exist at supermarkets, churches, and other public gathering places.

The biggest challenge you face is lack of availability. “Cash for clunkers” literally destroyed about 1/2 million vehicles in the exact price range you’re looking for, and given that “clunker” vehicles had to be insured and registered for the previous 12 months, it meant the most serviceable were among those destroyed. The result is a severely limited supply amid unprecedented demand which means higher-than-ever relative prices and lower-than-ever value for money; and at $1,500, that doesn’t leave you with very much.

In any event, Yahoo Answers really isn’t the best kind of forum for this information.

I am purchasing a used vehicle in the state of Indiana. Upon bringing back to the Illinois, aside from standard tax regarding registering new vehicle, are there any further fees since the car is from out of state?

(I know wisconsin I think is a heavy % applied to all incoming vehicles from other states)

Q: What are the requirements for an auto dealers license in Illinois?
I am looking to get an auto dealer’s license in Illinois. I have heard that you need to have a lot, is there any way around this? In the past I worked under a used car dealer as a salesperson and was able to go to dealer auctions and buy and sell just as if I was a dealer. I paid the dealer for each unit I sold. This would probably be the easiest way to go, but I can’t seem to find anyone willing to let me do that through them. Any ideas?

Q: Can I buy an Illinois rebuilt title car for use in Florida?
I’m buying a Cadillac CTS-V with an Illinois rebuilt title for driving in Florida. My current car, a V6 CTS, is rebuilt as well. I’m wondering if there will be any issues having the car in Florida.

A: no issues only thing is it will need to be inspected in florida since it is an out of state car. after a car has being declared salvage the original title is sent to the state and a salvage title is issued to the insurance/owner. That title can only be signed over to a salvage dealer who will see that all the repairs get done. once the repairs are done the salvage dealer turns in to the state that salvage title , receipts for all the parts used to repair and an itemized list of the repairs done . also a state inspection certificate, by doing so the salvage dealer will receive a blue title with the words salvage or partial repaired under: NOTES or COMMENTS in the front of that new title.. you want to make sure your title is that last one i mentioned . you dont want a title saying salvage on the top of it … what state is this caddi?

A: They jacked my fiance around and have messed up his credit! they negatively reported the amount paid on the car and then they sold it to one of those debt collectors who in turned issued a court order threatening him to pay 3000 more than what was owed (even though they had the car!!). I will pass the number on to him…

(we still ahve the papers to prove what was paid to them, which doesnt correlate with what they said was owed!)

Q: What is minimum the age for driving a rental car in Illinois?
My friend and I are planning a road trip for next summer to Six Flags Great America. I live out of state (used to live in IL) , and therefore may have to use my parents’ rental car. I thought the minimum age was 25 to drive a rental. However, my cousin drove a rental car recently and he is 21. So what is the actual minimum age to drive a rental car? Thanks!

A: Generally, most rental companies will not rent to anyone under the age of 25.

However, if you have or a parent rent the vehicle in their name, and if you are listed on the rental agreement, you would be covered. You have to pay extra though for each additional driver on the rental agreement.

Q: title mileage exemption? is there such a thing after ten years?
i am buying a used car in illinois (1996) and the title states MILEAGE NOT REQUIRED. the owner claims that all cars older than 10 years are not required to have mileage on the title. is that true?

I went to see a used car the other day and the guy told me bought the car straight from the company, he said this Corolla came off a Toyota Lease and he purchases cash. A: You need a dealer license to buy directly from the company.

Q: Can a Illinois resident own a car with Florida license plate?
My primary residence is in Illinois, but one of my car is in and used in Florida. Can I get a Florida license plate for that car? Or do I have do drive around with Illinois license plate in Florida. Thanks!

A: yes but they must be a resident of florida to. because in order to register your plates in florida you must be a resident. i know hearing this from a 13 year old sounds foney but trust me i move ALOT.

Q: Are car dealers in Illinois required by law to disclose…?
Are dealers required to disclose any problems with used cars before selling them? Heres the situation I’m having.
Got a 98′ Ford Windstar GL 3.0 on 02/25/09 from Auto Credit of So. Illinois in Carbondale.IL. The van had 113869 miles on it when I got it. It now has 115053. Heres the issues its had sience 02/25/09
1.Check engine light on from day 1.(code was ran came back as bad MAF sensor)
2. MAF sensor replaced. (it actually had broke wires on it)
3. Alternator wire pig tail replaced, Air filter intake box replaced(this was done same time as MAF sensor)
4. Rear brakes we’re completely worn down to bare metal and also has leaky wheel cylinder.
5. All speakers blown
6.Throttle cable from pedal to engine very worn out and loose
7. Numerous panels and inside trim panels damaged.
8. And now I have a tranny fluid leak. Bad enough ALL the fluid drips out. (not from anything I’ve ran over)

I’m just wondering whats the laws for these dealers selling used cars.

A: Unfortunately, you really don’t have any rights here.
In Illinois, and all other states, vehicles sold without a warranty are considered ‘as is’ purchases and are always ‘buyer beware’.

The fact is that vehicles with 113K miles on them are bound to have some issues. The dealer could have taken it as a trade and then immediately put it on the lot for sale without an inspection. Nothing says they have to fix everything that is wrong with it.

It is the buyers right (and duty) to have any used vehicle inspected when it is an ‘as-is’ sale.
Unfortunately, once you signed the paperwork, you waived that right.
A quick trip to an independent mechanic and $100 would have recognized many of the problems that could have helped you negotiate with the dealer to fix them or walk away from the vehicle, altogether.

The only way you would have any rights is if the dealer gave you a warranty or they put something in writing saying that there was nothing wrong with the vehicle. I have never seen a dealer do that on a vehicle with 100K miles, because things typically start to go wrong at about that point.

I have a valid Indian license and an international driving permit. I have been using it to rent cars in Boston and portland , oregon for the last 3 months ,however I have just come to Illinois(buffalo grove/deerfield) and need to rent a car. Can I get a rented car and drive here???

A: Yes.

Q: If I have a car insured in Illinois, and wanted to bring the car to use over the summer in Florida, would my?
Would my insurance go up

A: If you are just visiting in Fla. your insurance issued in Il. should be valid. If you will be a permanent resident of Fl. you will have to obtain new coverage (or transfer) to Fl.
