<p><b>A: </b>I used Avis and there was no drop charge.  I picked the car up in Seattle and dropped it off two weeks later in Portland. Unlimited milage.  Whatever agency you decide on, make sure there is no drop charges because you are not returning to the same location.</p>
<p><b>Q: </b>Have you used the Chicago city pass when visiting the city and how was your experience with it?<br />I visited Chicago back in April on a trip for my Art History class&#8230;being an anthropology major I spent little time in the art museums and hopped over to the Field Museum. This provided me with a nice self-guided walking tour of the lake shore and an awesome time was had. Now I want to help my family plan a visit (partially because I&#8217;m craving the lake shore and want to visit the Field again, as well as Shedd and Adler). I saw a link for the city pass (http://www.citypass.com/city/chicago.html) and thought that would be a great deal given our tight budget. Has anyone used this deal before? Also, how tourist-friendly is parking at the locations listed on the city pass and the surrounding parks (Grant, Millennium, Navy Pier, etc&#8230;)? I would be happy walking up and down Lake Michigan the entire trip, but my mom and aunt have knee issues preventing them from too much walking&#8230;so a car is kind of a necessity.</p>
<p><b>A: </b>Yes, get it!  I&#8217;m a frequent visitor to all these museums and they can get pricey, especially with a family.  Field, Shedd, and Adler are all grouped together and there is plenty of parking, you can also take the water taxi outside the Shedd to Navy Pier.  </p>
<p>Also, plan to spend a day at the Museum of Science and Industry (also has parking)  Of all the Chicago museums this is by far my favorite.  Take the kids on the coal mine tour and make sure you get tickets for the U-Boat tour and an OmniMax show.</p>
<p>In my opinion I would stay away from Lincoln Park Zoo and pretty much that entire area.  Its a hassle to get to and find parking.  If you want to take the kids to the Zoo take them to Brookfield, it&#8217;s larger and nicer.  And if you want to see a baseball game with REAL CHICAGO SPORTS FANS be sure to visit U.S. Cellular Field to take in a White Sox game.  However, if you want to listen to a bunch of college kids from Iowa hurl racial obscenities at people I would go to Wrigley Field and see a Scrubs game.</p>
<p>It&#8217;s a beautiful city and a great to visit, hope you come and enjoy your stay!</p>

<p><b>A: </b>Both&#8230; have a car and take public transportation. The car comes in handy lots of times. Going to the grocery store.. try lugging four or five plastic bags six blocks in -15 weather. Screw that. And on warm days I like to take a drive. I have a Jeep and let the top down and cruise Lake Shore drive&#8230; great. And sometimes if you go to a late night movie or play or something, standing on the bus stop at midnight or one a.m. isn&#8217;t always the greatest experience. Miss that bus and you might be waiting an hour for another. And don&#8217;t get me stared on the unsavory characters that may be lurking on the el train platform or bus stop.</p>
<p>There are some costs associated with having a car. City sticker tax, state license plate sticker tax. The occasional parking ticket if you don&#8217;t move your car during street cleaning days or an expired meter. But if you just stay alert of these things you can avoid the tickets. And don&#8217;t get me started on the price of gas.</p>
<p>As far a being a loser for taking public transportation, heck no. Millions ride it every day to go to work, school, etc. Considering the price of gas, I still wonder why I see people driving to work downtown when they live in places like Lakeview only a minutes away.</p>
<p>There is another option though. There are a couple of car sharing services in town that are getting good reviews. You subscribe to the service and you can borrow a car whenever you need it. They have a bunch of convinent locations around town and you don&#8217;t have to worry about gas, city stickers, state fees, etc.</p>
<p><b>Q: </b>Traveling from Carol Stream to Chicago ?<br />I&#8217;m working on getting a job that requires me to work in downtown Chicago. What I&#8217;m trying to avoid is having to drive my car to Chicago through all the traffic and trying to find some place to eventually park it. What I&#8217;m trying to figure out is if there are any trains, buses, or if the &#8220;L&#8221; train will get me relatively close to my destination. I&#8217;m trying to get to is E Lake St. and Prudential Plaza, again this is in downtown Chicago. We will not be using the car at all during the three days. Where is an economical place to park with transit access? We wouldn&#8217;t mind parking anywhere between O&#8217;Hare and the hotel, hop on a train, see the car in 3 days. Any advice?</p>
<p><b>A: </b>If you are planning on using public transit extensively during your visit, then it might make sense to park in the Cumberland garage and take the Blue Line downtown.  Parking there would be $12/day.  In fact, from O&#8217;Hare you could take the Blue Line to Cumberland yourself and wait for your friend there and then take the train together downtown and save the cost of parking short-term at O&#8217;Hare.  There are vending machines at both O&#8217;Hare and Cumberland that sell 3-day visitor passes for $14 which might come in handy for your visit.</p>

<p>Audi have amongst the best build quality of any manufacturer in the world. Reliability should be right up there with the Japanese. Buy the Audi with complete confidence and run it for 100k miles. No problem if it has been, and will continue to be, properly maintained.</p>
<p>Other recommendations? Depends what your requirements are, but I&#8217;m a big fan of BMW&#8217;s 3 series. It&#8217;s a direct competitor to the A4, but  a better driver&#8217;s car. It&#8217;s rear wheel drive, rather than the Audi&#8217;s 4 wheel drive, which makes for poor grip in icy or snowy conditions. It&#8217;s also got a bit less space inside. I&#8217;d choose the BMW every time, but that&#8217;s me. The Audi&#8217;s a great car, just does different things better than the BMW.</p>

<p><b>A: </b>yes you get to choose the terms but it all depends on your monthly payment and down payment.  If you give a high down payment with high monthly payments then the term will be less.  However if you give a low down payment or low monthly payments then the term will be longer. Now for the interest rates,  it all depends on your credit.  What you can do is find a low interest rate that a bank or credit union could offer you, then go to the dealer and tell them the interest rate and what they would do is either meet or beat that rate.  Remember you Choose your monthly pymt, down pymts and term.  Again interest rates depend more on your credit.  So if you dont like the deal then you could keep objecting until you agree o.k. </p>

<p><b>A: </b>No, there&#8217;s no automatic warranty when you buy a used car, unless the manufacturer&#8217;s warranty hasn&#8217;t expired. If you buy a used car, you assume all the risk. Make sure you check it over thoroughly before you commit to buying it. </p>
<p>You are correct, lemon laws provide protection for buyers of new cars.</p>

I bought a used car (2006 Pontiac GTO) about two months ago and JUST recently found out that the title has a lemon law/manufacturer buyback on it. It was a defect in the paint supposedly. It claims that the defect was remedied, then sold at auction&#8230;&#8230;.</p>
<p>then over the course of the past year it has been retitled, but the lemon law thing still pops up&#8230;&#8230;..</p>
<p>SHOULD the dealer have told me about this in WRITING when I purchased the car, or have they gone against the law???? The salesperson told him the car was in &#8220;mint&#8221; condition.  Four days later, the car broke-down and ultimately, the cost of repairs were $2500.  When we called the dealer/salesperson to explain what happened, he could not have cared less.  In Illinois the Lemon Law does not apply to used cars.  I know &#8220;as is&#8221; means &#8220;as is&#8221; but, this really is fraud.  The car mechanic stated the problem with the car was very obvious and not a hidden problem and the dealer obviously knew the car was not in &#8220;mint condition&#8221;.   Its really a shame that the dealer did not make a &#8220;good faith&#8221; attempt to repair the vehicle.  Do we have any recourse at all?</p>
<p><b>A: </b>Sorry, but you have no real cause of action.  Unless there was a warranty in writing, you get to repair the car.</p>
<p>The statement of &#8220;mint condition&#8221; is a what the law calls a nebulous statement.  It is not specific and is open to interpretation.  If he had said &#8220;The car has a brand new engine&#8221; and it didnt, that&#8217;s one thing.  But general statements don&#8217;t carry any weight.  &#8220;Mint&#8221; to you and &#8220;mint&#8221; to him are obviously two different things.  </p>
<p>This is the part where I say &#8220;If the problem was obvious, then it would have been spotted by YOUR mechanic in a pre-purchase inspection&#8221;.  I don&#8217;t care where you are buying the car &#8211; private party, dealer, used pope-mobile &#8211; ALWAYS have an inspection done.</p>
<p>Sorry you are in this situation, but there really isnt a lot that can be done.</p>

<p><b>A: </b>First check to see what documents are required by the IL DMV office to transfer a title on an out of state vehicle.  Probably need odometer disclosure (included on the title of newer cars in most states), the title, and a bill of sale.</p>
<p>You and the seller should go to the DMV office in TN, transfer the title, and the DMV office should issue you a temp tag so you can return to IL.</p>
<p>You will pay IL state sales/use tax when you register/title the car in IL.</p>

The car is 97 BMW 528i. The odometer is not mechanical but electronic and LCD display.<br />

<p><b>A: </b>Odometer discrepancie are the number one area where Carfax has errors.</p>
<p>they rely on data submitted from maintenance shops, smog shops, DMV records, body shops and other sources.  All it takes is for Jiffy Lube to accidentally key in the wrong mileage, and Carfax screams &#8216;rollback&#8217;.</p>
<p>Fact of the matter is, when a car has that many mi les, there is not much to gain from changing the odometer.  Add to that, its expensive.  You need to usually replace the dash cluster and the car&#8217;s ECU to complete a rollback &#8211; a cost of abotu $1000 or so.  If it was a 2 yr old Benz, then I could see someone thinking its worth the time and expense.  But on a car that is well over 100K miles, its not likely.</p>
<p>I find it more believable that Carfax is in error.</p>

<p>OK &#8211; well this may be one of the cases where there is a legitimate odometer discrepancy.</p>
<p>However there are still several problems with getting any resolution.  The first, and most glaring, is that you did not pull this report BEFORE you bought the car.  ONce you buy it, you own it as is, where is.  You had access to the resource ahead of time and did not take advantage of it.  </p>
<p>Second, this is a private party transaction.  All private party sales are, also, as is and final when money changes hands.  Everything that is wrong about the car was wrong when you bought it, or happened afterward. You accepted the car in its condition</p>
<p>Third, the age.  On a car this old, they are exempt form odometer disclosure.  So all  you would get resolved is a recoding of the car&#8217;s mileage as being Total Miles Unkown (TMU).</p>
<p>Lastly, you would have to prove that the seller knew about the fraud, and intentionally commiitted the fraud.  Its very possible that, like you, he did not pull a report before he bought it, and has never bothered to find out since.</p>
<p>I am sorry to say that, even if this is an odometer fraud case, you are probably still out of gas.  You can talk to the DMV in your state and find out the specific rules there, but I don&#8217;t hold out a lot of hope.</p>

Once you have the title, you get insurance from an agent, then take the title, insurance, money for taxes and fees and car to a license branch and get the registration and license plate(s). You then go to the DMV, you pay the taxes and get the plates and titles transferred.</p>

The only reason to use the OLD plates is to save money.  Just forget about that and spend a little more to start out with NEW plates on your &#8220;second&#8221; car.</p>
<p>If the used car dealer is helping you with a title transfer, and the trade-in of your first car&#8230; just tell him/her to treat it as a new plates situation at the license bureau.</p>

Once you establish a decent credit history you can refinance and get a more realistic rate, something like %8.</p>

What type of wear on a Midwest car could I expect to find but not on a car from the south?<br />

<p><b>A: </b>Slug, I grew up in the Midwest and now live in the Carolinas.  I would definitely, most definitely wait until you get down here to buy a car.  I sold cars for a while.  The cars that come from up North scream &#8220;road chemical damage.&#8221;   It is most obvious on aluminum motor parts, but most costly on body panels, brake lines and the like.  In South Carolina you will find that there is no such thing as road salt or anything like that.  Cars down here are surprisingly well preserved.</p>
<p>I&#8217;ve followed a number of models of classic cars in both IN and SC, looking to buy one.  There is no comparison.  The IN cars are in the junk yard several years before the local cars.</p>
<p>A car that you buy up North will lose value just by bringing it down here.  Any dealer will be able to spot the effects of road chemicals and will discount the price accordingly.</p>
<p>Plus you will find some differences in equipment down here.  AC is an absolute necessity and more attention is given to maintaining it.  Also you don&#8217;t need snow tires, obviously.  There are many fewer dark colored cars down here.</p>
<p>Definitely wait.  You&#8217;ll have fewer headaches down the road.</p>

<p><b>A: </b>The best place to find vehicles in your area will be through local classified ads or web sites like Autotrader.com that allow you to search by criteria that includes price and zip code.  However, at the $1,500 price range, you&#8217;re not likely to find many vehicles offered by people who are willing to invest a whole lot in advertising.  You may also try local bulletin board ads that often exist at supermarkets, churches, and other public gathering places.</p>
<p>The biggest challenge you face is lack of availability.  &#8220;Cash for clunkers&#8221; literally destroyed about 1/2 million vehicles in the exact price range you&#8217;re looking for, and given that &#8220;clunker&#8221; vehicles had to be insured and registered for the previous 12 months, it meant the most serviceable were among those destroyed.  The result is a severely limited supply amid unprecedented demand which means higher-than-ever relative prices and lower-than-ever value for money; and at $1,500, that doesn&#8217;t leave you with very much.</p>
<p>In any event, Yahoo Answers really isn&#8217;t the best kind of forum for this information.</p>

<p><b>A: </b>no issues  only thing is it will need to be inspected in florida since it is an out of state car.  after a car has being declared salvage the original title is sent to the state and a salvage title is issued to the insurance/owner.  That title can only be signed over to a salvage dealer who will see that all the repairs get done.  once the repairs are done the salvage dealer turns in to the state that salvage title , receipts for all the parts used to repair and an itemized list of the repairs done .  also a state inspection certificate,  by doing so the salvage dealer will receive a blue title  with the words salvage or partial repaired under:  NOTES or COMMENTS in the front of that new title..   you want to make sure your title is that last one i mentioned  .  you dont want a title saying salvage on the top of it &#8230; what state is this caddi?</p>

 Got a 98&#8242; Ford Windstar GL 3.0 on 02/25/09 from Auto Credit of So. Illinois in Carbondale.IL. The van had 113869 miles on it when I got it. It now has 115053. Heres the issues its had sience 02/25/09<br />
 1.Check engine light on from day 1.(code was ran came back as bad MAF sensor)<br />
 2. MAF sensor replaced. (it actually had broke wires on it)<br />
 3. Alternator wire pig tail replaced, Air filter intake box replaced(this was done same time as MAF sensor)<br />

<p><b>A: </b>Unfortunately, you really don&#8217;t have any rights here.<br />
In Illinois, and all other states, vehicles sold without a warranty are considered &#8216;as is&#8217; purchases and are always &#8216;buyer beware&#8217;. </p>
<p>The fact is that vehicles with 113K miles on them are bound to have some issues. The dealer could have taken it as a trade and then immediately put it on the lot for sale without an inspection. Nothing says they have to fix everything that is wrong with it. </p>
<p>It is the buyers right (and duty) to have any used vehicle inspected when it is an &#8216;as-is&#8217; sale.<br />
Unfortunately, once you signed the paperwork, you waived that right.<br />
A quick trip to an independent mechanic and $100 would have recognized many of the problems that could have helped you negotiate with the dealer to fix them or walk away from the vehicle, altogether.   </p>
<p>The only way you would have any rights is if the dealer gave you a warranty or they put something in writing saying that there was nothing wrong with the vehicle.  I have never seen a dealer do that on a vehicle with 100K miles, because things typically start to go wrong at about that point.</p>

<p><b>Q: </b>How do I deal with this messy vehicle transfer across states?<br />I&#8217;ve already received some very helpful advice on my problem here, but of course, the DMV made sure to give me plenty of new questions. I know this is long, but please bear with me because I&#8217;m really, really confused, inexperienced and desperate and would sincerely appreciate some knowledgeable input.</p>
<p>I&#8217;m a PA resident, but used to live in Hawaii. Before my mom moved from HI to CA, she gave me her car, which was registered in HI. The car is now here with me in PA, but because I&#8217;m incredibly STUPID, I never registered it in PA&#8230;AND I managed to lose both the title (which apparently had never officially been transferred to my name at all) and the (now expired) registration.</p>
<p>Alright&#8230;Now, I&#8217;m moving to Illinois in about a month, so there&#8217;s no point in registering in PA anymore, but even I realize that driving across multiple states with no documentation and expired registration is a bad idea. Someone here advised me to renew my Hawaii reg. to make the move safely and then register in IL, so I&#8217;m trying to do that, but obviously I need to have the title in my name first, which is more complicated than I thought.</p>
<p>The Hawaii DMV told me that since the car&#8217;s not in my name, my mom needs to apply for the duplicate, and THEN we can transfer the title. But to make the transfer, we both need to sign a notarized bill of sale. Being that my mom and I are in different states, do I get the form/have it notarized and then send it to her to do the same, or the other way around? Does it matter? AND, I noticed that the bill of sale specifies that it should be a HI notary, which obviously isn&#8217;t possible&#8230;but the woman at the DMV knew that, so can I assume that PA and CA notaries will work for our purposes? And since the car was given to me, not sold, what do I write in the field asking for the selling price?</p>
<p>Additionally, she told me that I need to submit a residency form (to get my safety inspection while out-of-state, I gather?) and a vehicle location certificate, which she specifically said was because the vehicle isn&#8217;t in Hawaii. But when I look at these documents, the residency form wants me to state that I&#8217;m a Hawaii resident (which I&#8217;m not, anymore) and that the car IS located in Hawaii. Same goes for the location certificate. She made it sound like these things would make the whole transfer possible, even given my circumstances, but from what I can see, I would at the very least need to be a HI resident to sign off on them. Confirm/deny? I still have an address in HI that I can use and a HI state ID that hasn&#8217;t expired (assuming my PA license doesn&#8217;t automatically nullify it)&#8230;could that be enough to squeeze by with? </p>
<p>Besides all of those questions, I&#8217;m also more generally confused about the actual process of doing all this. So&#8230;from what I gather, I first need to get the title from my mom and sign it, then get the notarized bill of sale, fill out the reg. renewal application, residency form, and vehicle location certificate&#8230;and then send all of those things together (so that when the DMV gets it, they finalize the title transfer and then immediately renew the reg.)&#8230;is that right? Or do I need to handle the title and reg. separately from each other?</p>
<p>This is getting way too long so I&#8217;ll stop&#8230;as I said, I&#8217;d be incredibly grateful to anyone patient enough to get through all of this who&#8217;s able to give me some direction and answers; and, since I&#8217;m sure there are plenty of logical holes that I don&#8217;t even realize, I&#8217;d also appreciate any input or comments on anything I&#8217;ve missed or didn&#8217;t address. Thank you!</p>
<p><b>A: </b>I agree with the poster who told you to renew the Hawaii registration. The car is still in your mother&#8217;s name, and has been all this time. Renew the registration so that you can drive the car to Illinois. You&#8217;ll probably have an expired inspection sticker, but that&#8217;s a whole lot better than an expired registration. </p>
<p>The simplest thing to do is have your mom apply for the duplicate title. When you make the move the Illinois, have her sign it over to you and find out what you&#8217;ll need to register and title in Illinois. You&#8217;re making this unnecessarily complicated by trying to transfer the Hawaii title to yourself before you move. Why bother? You&#8217;re going to retitle it and reregister in Illinois in a month. </p>
<p>As far as &#8220;gifting&#8221; a vehicle, most states have some kind of tax exemption for this type of transaction. It might be a separate form you have to fill out, or it may be as simple as writing zero as the purchase price. It varies by state, so check with Illinois DMV on how to do it.</p>
<p><b>Q: </b>What to do about child support?<br />Economy is bad.  The child support got raised to 38% (of gross earings based on earnings that include a 40 hour work week and occasional overtime) from 28% of my husbands income.  Makes it really hard to make it.  I bring home 2,000 per month and he now brings home about 500-1000 per month.  He has been with a leading car parts retailer for 11 years and still only earns just over 10.00 per hour.  The new child support which is now, 370.00 per pay, he is paid biweekly, is going to take all of his next check because of hours getting cut due to the economy.  He worked 20 hours each week of this pay period.  Will we survive.  Sure.  I would like to see it be more fair.  How do we get it to be 38% of his current income?  His hours fluctuate, and will until things improve.  Hiring a lawyer is OUT OF THE QUESTION.  We paid a lawyer thousands of dollars last year and saw absolutely no benefit from it.  No benefit as far as visitation improvement or child support improvement, the children are 14 and 9.  Mom has them wrapped around her finger and both children ignore their cell phones when Dad calls and as well so does his ex~wife.  We cannot keep hiring lawyers but why should a Dad have to pay endlessly for kids that ignore him and an ex-wife that wants him to have nothing to do with his kids?  My husband is a great guy.  Works, helpful, loving, compassionate towards others, loves his own parents, and dearly loved his ex-wife until she got a boyfriend when the littlest was  8 months old.  He had surgery to prevent further babies and she left him a few months later, took both the kids, kicked him out of the house they had just purchased together and lived in together for a whole week and he had to go back to the previous home that was about to be closed on, he obviously stopped the sale.  And now here we are, married for 26 months, and know that we can&#8217;t afford a family of our own and much troubles as far as even talking with the children that we pay for.  I have no children of my own and wouldn&#8217;t mind having at least one of my own.  When the children do visit it&#8217;s perfectly awful.  We have to force them to be there, and they aren&#8217;t used to our more basic lifestyle, whatsoever.  Not sure what to do.  I am working all the overtime I can stand and doing without, especially doing without a child of my own.  lt&#8217;s causing some stress in our marriage.  As I&#8217;m sure if your still reading you can certainly understand by now.</p>
<p>P.S~why did child support get raised?  b.c. the kids&#8217; mom is suffering a hardship~her current husband works as a self employed contractor and cannot find any work right now,,,(he is also physically disabled) so since she is the primary breadwinner in the household she was able to take us to court~again~and get it raised.</p>
<p>Contracts were drawn up at the last court date that she is to answer her phone but she doesn&#8217;t.  Just ignores it. </p>
<p>The kids ignore theirs as well.  He asked me how I would feel is he signed his rights.  We aren&#8217;t even sure in Illinois if that free&#8217;s him from the child support?  The kids don&#8217;t want anything to do with him though.  They have their replacement Dad and their Mom keeps them spoiled.  Their lifestyle is soo much more extravagant than ours.  The whole  situation is very taxing.  </p>

Plus hmm last time I checked regardless of law you are a parent until the day you die!  so if your child needs something from you rather it be somewhere to stay for awhile, you better give it to them!  </p>

<p><b>Q: </b>04/05 Elantra?<br />I&#8217;m thinking about purchasing a 2004 or 2005 Elantra. No more than 50,000 miles (to take advantage of warranty)</p>
<p>However, I don&#8217;t see many listings for this car..local/Ebay listings are scarce, autotrader has a few within 200 miles and so-on. Where can I find good used Hyundais, particularly in the Midwest  (Michigan, Illinois, Indiana)??</p>
<p>Is there anything I need to know as far as maintanence, warranties, and sales? I&#8217;ve done quite a bit of research, but I&#8217;m still a bit nervous about actually buying.</p>

<p><b>A: </b>people like their elantras and i have heard this numerous time straight from the customer as i am waiting in the service drive for my service writer to do something for me. they are good cars and i have seen one this past week that had a little over 150,000 miles on it and it still was running great, the inside was a little dirty do to lack of cleaning but the car ran great. </p>
<p>best bet to find a elantra would be to go to a hyundai dealer you might even find a new elantra appealing, they are much nicer and quieter in the interior then the previous model.</p>

I had to move, and when I went to California DMV they are charging me 1400 dollars for getting a Cal. license plate. But I already paid taxes in Illinois and just in two months I again have to pay sales tax on my car. I don&#8217;t understand why. Can I claim refund of Sales tax from Illinois since I am not using the car there anymore? Also when I informed my finance company about the Address change, my monthly installment shot up by $60 dollars due to taxes. Can I tell my Finance company that I have moved back to Illinois and decrease my monthly EMI back to old? I have proof of address for my old Illinois address in terms of bank statements, credit cards etc., which I can show if needed.</p>

The 1400 is what California charges for registration, based on the value of the car.  Washington and Oregon are very high too.</p>

<p><b>A: </b>Any reputable car dealer will help you with the licensing.  If you buy from a dealer they will issue a temporary tag that will permit you to drive the car for up to thirty days so you can get to a license branch to get the license plate of your choice.</p>
<p>If you buy from a private seller, you will not get a temporary tag, but you can ask the seller to bring the car to you at a license branch so you can complete the transaction without running without plates.  If, by doing that, you need to put Illinois plates on your car when you buy it, you can transfer the plate and fees to your Indiana registration at your convenience.</p>
<p>Be sure to call the desired license branch to make sure they&#8217;ll be open and able to process the transaction when you and the seller get there, and arrange with your insurance agent ahead of time to provide coverage starting on the date of the transaction.</p>
<p>As for registering in various locations, the fees for license plates are set by the state, but individual counties may add their own local fees.  Visit the Indiana Bureau of Motor Vehicles website to see what the fees will be.</p>

<p>You also need to file a Notice of Transfer and Release of Liability with the DMV within five days of sale.  You may also need a smog certificate.   </p>
<p>They keep the plates (unless they&#8217;re personalized and you want to keep them&#8211;this requires some more paperwork).  They take care of the transfer of title.</p>

<p><b>A: </b>You&#8217;re going to have a very difficult time.  $1,000 is barely above the salvage value of most vehicles, so most people either junk or donate them for the tax deduction rather than go through the additional effort and expense of trying to sell them.  Also, because &#8220;Cash for Clunkers&#8221; literally destroyed some 1/2 million low-value running vehicles, there just aren&#8217;t many to go around.</p>
<p>Those listed for sale so cheaply aren&#8217;t likely to be advertised through sources that charge a fee.  Craigslist, local supermarket and church bulletin boards, or perhaps local neighborhood newspapers that offer inexpensive advertisements will be the best places to keep looking; and you&#8217;ll have to just have to keep an eye out for the occasional inexpensive vehicle that may be advertised from time to time.</p>
<p>Most importantly, you will have to act quickly.  Many are looking for the same kind of vehicle; and with so few available, many are being bought sight unseen.</p>

<p><b>A: </b>Always check out everything when buying a used car. Under the hood, the bottom of the car itself and the bumper and skirts. The dealer/seller should have no problem with you checking everything out, if they refuse to do so don&#8217;t give them your business. Cars in winter areas are expecially suceptable to rust damage because of the salt on the roads. You&#8217;re best bet to keep the rust off is to wash your car more often in the winter when its mild and dry out. No car is safe from rust, just pick a vehicle with the least rust in important areas such as the brakes  and axle.</p>

we took it to a transmission shop. turns out the car has no 1st or 4th gears. the shop told us they were  amazed at how we were able to drive it. even as little as we did. the trans needs to be rebuilt and its gonna cost just under 2 grand</p>

And you would have been given a copy of the &#8220;Buyers Guide&#8221; too</p>
<p>The Buyers Guide has one of 2 boxes to &#8220;check&#8221; by the dealer.</p>
<p>The first box says:<br />
AS-IS<br />
This means that the vehicle is sold exactly as it is with NO warranty written or implied.</p>
<p>The second box says:<br />
WARRANTY<br />
if this box was checked it will explain the warranty policy and coverage.<br />
(usually at least 30 days/100 miles., with limited liability)</p>
<p>My advice:<br />
First look through your paperwork for that document.<br />
It is a law in Illinois that the dealer MUST display it.</p>
<p>Secondly, even if the box said &#8220;as is&#8221; please call the dealer to discuss.<br />
The dealer is NOT obligated to a single thing for you, however, some dealers are willing to work with you on this or perhaps even allow you to trade in the vehicle.<br />
NOTE: talk to the dealer calmly &#038; nicely, they don&#8217;t HAVE to do anything at all FOR you so it will not help your case to be demanding anything.<br />
In fact , my dealer always gives a 3 day exchange policy &#038; will always work with people if a problem happens after the sale, providing that the customer is decent &#038; honest and acts in a civil manor.</p>
<p>Transmission problems, btw, rarely give a clue that they exist until the last minute . Then they just happen.<br />
They rarely are pre-existing problems that someone can predict.</p>
<p>HINT: If the dealer is NOT a reputable dealer, they may not have obeyed the law by displaying the &#8220;buyers guide&#8221;.<br />
This is something that you can legally persue.</p>

<p>Go with the seller to the bank where he has the loan. Pay the bank directly for the car, and get the bill of sale and title directly from the bank. Often, the bank will not have the title at the branch office. Most of the time they are kept at the headquarters or a central location. So dont be alamred if they have to send you the title, you will still have all the necessary paperwork to show ownership of the car.</p>
<p>If there is a shortage, lets say you are buying it for $15K but the seller owes $18K, he has to pay that shortage at the time of the transaction. If he can&#8217;t or doesn&#8217;t pay that shortfall, no deal. the lien is nto satisfied and you cannot take the car.</p>
<p>Do NOT fall prey to people who say &#8220;you pay me, I will go pay the bank and get the title&#8221;. There are a lot of people who have fallen on hard times, and will not pay that car off. You will be out the money, and the repo man will come get the car you don&#8217;t legally own.</p>
<p>ONLY buy the car if you can do the transaction as I described. Any other way and you can be setting yourself up for a lot of heartache.</p>

<p><b>A: </b>tax is just sales tax.  Price multiplied by rate.  Example $5000 x 6.25% = $312.5 for tax.  Fees are associated with a dealership (an individual should not try to charge &#8220;fees&#8221;).  Dealership fees include things like title transfer and registration, temporary tag, courier, state fees (tire disposal, lemon law if your state has these or whatever crazy things they are charging.)  On average I would expect to pay around $250 in fees..  If you buy from an individual you can get them to agree to record the sale price as a lower amount than you&#8217;ve actually paid.  This is to avoid paying the correct amount of tax and this is illegal (although common and  everyone does it).  For example, you pay $5000 for the car but record on the title that you only paid $500.  You will not be questioned on the sale price by motor vehicles.  Instead of paying $312.50 you will pay $31.25 for tax.  If you are uncomfortable about asking the seller to do this then wait for them to suggest it.  Many times eager sellers will use this to make the sale.  Example&#8230; &#8220;please buy my car!  If you do I will save you $250 on tax by signing a lower sale price on the title.&#8221;  </p>

<p><b>A: </b>You are going to buy the car and then the same day you are driving to FL. Make sure you have a clear title in your hands before you leave even if it takes a week. If something goes wrong you are about 1200 miles away, also make sure it is covered by insurance in your name.</p>

<p><b>A: </b>I have lived in Colorado and Illinois for many years, driven in every kind of snow and ice hazard, and never had a wreck yet. It wasn&#8217;t asked, but when I lived there, keeping weight such as a bag of sand in the trunk and extra blankets and emergency clothing is a good safety precaution. </p>
<p>The sand helps to put more weight in the car and can be used to melt snow and give better traction if you get stuck. Also a small shovel to dig out. Warm clothes in case you do get stuck and have to wait a long period before help can get to you is imperative. My mom always asked me to have a few granola bars zip locked away.</p>
<p>If you get stuck, don&#8217;t race the tires over the snow. That only helps to ice pack the snow and make it slipperier. Learn how to &#8220;rock&#8221; your car back and forth by putting your car in reverse and forward quickly without tearing up your transmission. This rocking motion will increase your cars momentum and help you get out of being stuck. Again, don&#8217;t spin your tires. It only makes it worse and icier. Also you can put sticks or flat rocks under your wheels to give them something to grab if they are available.</p>
<p>The rate of speed on the freeways is dependant on the weather. If it&#8217;s icy, find a route that has been plowed and salted. Don&#8217;t drive where you cannot see the lanes!! If you can wait until it warms a little the salt will have had time to melt the ice and snow. </p>
<p>Invest in some good wiperblades with &#8220;boots&#8221;. Keep plenty of windshield fluid in your cars resevoir, or you won&#8217;t be able to see through your windshield when when it gets slushed. Get an ice scraper with a brush at the end. Brush the snow off your headlights, taillights, and all your windows every time you drive and if it&#8217;s left on the roof, it eventually slides off to your rear window or front windshield when you stop. Keep good visability and let your lights shine! </p>
<p>Do not attempt to drive up steep hills or down them unless there is no ice and it has been well salted. Early morning hours are the most dangerous since you can&#8217;t see the road well and they may not have been salted yet. neighborhoods with steep hills are some of the most dangerous since they are not main roads and are taken care of last.</p>
<p>A lot of people drive too fast for conditions. Don&#8217;t judge your rate of speed on the other drivers. Again, DO NOT judge your rate of speed on the other drivers and that goes for rain also. If you are driving slower, get out of the way and stay to the right to let them get by you. And stay away from crazy drivers as far as you can, since sliding can occur anytime.</p>
<p>Go to a large empty parking lot and practice skidding. I always did and it really helps to learn how to maneuver. Turn into the skid. But learn to not over turn or you will skid the other direction.  Always, Always give lots of extra room between you and the car in front of you. One of the best safety tips you can learn! Stop slowly so as to avoid sliding. Don&#8217;t slam on your brakes when you come to a stop. Pump your brakes a bit at a time to avoid sliding and give yourself plenty of room and foresight to stop at intersections. I hesitate to say this, but it is better to run a yellow in the snow, then to slam on your brakes. Just be more aware of light changes to avoid getting hit from the jerk behind you who didn&#8217;t give you enough space. If you are stopping slowly and way ahead of time, the guy behind you will have plenty of notice and be less likely to hit you and push you into traffic.</p>
<p>And in the Northern Illinois area, soda is called &#8220;pop&#8221;. :c]</p>

How are you able to get a car loan being on Medicaid? If you can then you are liable if your son stops paying which happens a lot. When we were married he would get $25/hr so I know he is also getting paid under the table. They have new cars and a big house.  Wouldnt the new wife or him get in trouble for hiding financial information just to get out of paying child support?  He is also claiming his income taxes as Single, not married filing single and claims both my children so he gets EIC when I know he makes alot of money, I know his new wife must put the house and all other stuff on her taxes.</p>
<p><b>A: </b>If you have custody of the kids (I&#8217;m sure you do, if you&#8217;re getting child support) for more than 50% of the year, he cannot claim them unless there is something in the divorce decree giving him that right.  You go on and claim them and the IRS will sort it out and make him pay back the money he got for the deductions.</p>
<p>As for hiding all the finances, you should definitely get an attorney.  They can take him to court, and a good judge will look at those transaction records and see what&#8217;s going on.  I&#8217;m not sure how it is in Illinois, but in my state my attorney told me that a judge will see something like that and say, &#8220;Ok, Mr. X&#8230;you are CAPABLE of making $____, so your support is set at $____.   He saw this in a case where a Dr. said he&#8217;d close his practice and work at McDonald&#8217;s so he wouldn&#8217;t have to pay as much.  </p>

<p>Even before these new laws (eff Jan 1, 08) the driving hours required to obtain a license increased to 50 hours. I did the 50 hours and received my license being glad to have completed such a ridiculous amount compared to other states (like Arizona) and now more laws are being piled on me. Due to these restrictions, I won&#8217;t be getting my license until the summer before my junior year, and I won&#8217;t be able to drive with more than one friend in the car until almost my 18th birthday. If anyone else is extremely pissed off about this, and knows a way I can get my permit easily for just 3 months, please tell.</p>
