Q: How can Indiana resident buy used cars in Chicago?

I go to college in Indiana and hold an Indiana license. I’m working in Chicago this summer and thinking about buying an affordable used car here since there are way more options in the city. I’ll go back to Indiana in the fall and would like to register the car as an Indiana one. Can anyone tell me how this should be handled? Also does it make a different to register in different cities in Indiana? For example Indianapolis vs Gary (Gary is a lot closer to Chicago)? Thank you very much.

A: Any reputable car dealer will help you with the licensing. If you buy from a dealer they will issue a temporary tag that will permit you to drive the car for up to thirty days so you can get to a license branch to get the license plate of your choice.

If you buy from a private seller, you will not get a temporary tag, but you can ask the seller to bring the car to you at a license branch so you can complete the transaction without running without plates. If, by doing that, you need to put Illinois plates on your car when you buy it, you can transfer the plate and fees to your Indiana registration at your convenience.

Be sure to call the desired license branch to make sure they’ll be open and able to process the transaction when you and the seller get there, and arrange with your insurance agent ahead of time to provide coverage starting on the date of the transaction.

As for registering in various locations, the fees for license plates are set by the state, but individual counties may add their own local fees. Visit the Indiana Bureau of Motor Vehicles website to see what the fees will be.

I want to know what I give the buyer of the car, and what I keep. I assume he gets the title, I keep the plates? Anything else I should or should not do? I want a smooth transaction, with minimal worries. It will be up to the buyer to transfer the title, yes?

A: Sign over the title. (It doesn’t need to be notarized.)

You also need to file a Notice of Transfer and Release of Liability with the DMV within five days of sale. You may also need a smog certificate.

They keep the plates (unless they’re personalized and you want to keep them–this requires some more paperwork). They take care of the transfer of title.

A: You’re going to have a very difficult time. $1,000 is barely above the salvage value of most vehicles, so most people either junk or donate them for the tax deduction rather than go through the additional effort and expense of trying to sell them. Also, because “Cash for Clunkers” literally destroyed some 1/2 million low-value running vehicles, there just aren’t many to go around.

Those listed for sale so cheaply aren’t likely to be advertised through sources that charge a fee. Craigslist, local supermarket and church bulletin boards, or perhaps local neighborhood newspapers that offer inexpensive advertisements will be the best places to keep looking; and you’ll have to just have to keep an eye out for the occasional inexpensive vehicle that may be advertised from time to time.

Most importantly, you will have to act quickly. Many are looking for the same kind of vehicle; and with so few available, many are being bought sight unseen.

You will not pay IL tax unless you register and title it in IL. Since you don’t reside in IL, you won’t be able to register it in IL anyway so you can’t be charged IL tax.

A: If you are looking to buy a car, take it to the local repair shop and ask for a courtesy or used car purchase check. Commonly asked question. We do it at my shop often for our customers for about an hours labor rate worth of charge.

Q: Rust problems in winter areas on used cars?
I am trying to buy a used car in the Chicago area but I am concerned about rust due to the salt put on the road during the winter in states like Illinois, Wisconsin, Indiana.

I noticed an 02 Subaru Forester 77k miles with enough rust on the muffler to be of concern. I looked at an 03 Forester and could see similar rust patterns starting. All the 98-99 CR-V seem to have some rust in the rear axle area. Even on 04 Toyota Matrix with 62k miles was starting to show signs of rust.

My question is how does rust affect the life of the car – obviously people in the winter states have to live with it – but at what cost?

A: Always check out everything when buying a used car. Under the hood, the bottom of the car itself and the bumper and skirts. The dealer/seller should have no problem with you checking everything out, if they refuse to do so don’t give them your business. Cars in winter areas are expecially suceptable to rust damage because of the salt on the roads. You’re best bet to keep the rust off is to wash your car more often in the winter when its mild and dry out. No car is safe from rust, just pick a vehicle with the least rust in important areas such as the brakes and axle.

A: It depends on where you plan to live. Life west of say….Ashland is difficult without a car. Life east of there means you need to provide a parking space or spend your life circling for a parking spot. It really depends on where you plan to live.
